Dear Nicol,
As you know I have been appointed Chairman of a small Committee to consider the steps necessary for the implementation of the David Owen Report. We have not yet met and it would be very useful if you could, when you feel well enough, pay a flying visit to London to give the Committee the benefit of your views. Please say frankly if you feel up to this and, if so, suggest a date, I shall be very glad to give you a bed at our flat if this is any help.
The memorandum you left on "Cross Harbour
Transportation" is marked "Confidential" but I presume that there is no objection on your part to copies going to the members of the Committee in question. Is there anything else in writing that you would like them to have?
For your information the Committee consists of Messrs. A. O. Lang, S.H. Dodwell (lately returned from Australia), D.F. Landale, C.E. Wurtzburg( formerly on Malayan Harbours Committee) and Warren Swire, with myself as Chairman and Mr. McElderry representing the Colonial Office.
